Martin Fry

DIRECTOR OF TRANSPORTATION STRATEGY

Martin dedicated over 45 years to policing, rising to the rank of Chief Superintendent and Divisional Commander for London & Southeast in the British Transport Police. In this role, he commanded 1,500 officers and staff, introduced a new policing model for London, and streamlined command structures to improve efficiency and public safety.

Prior to this, Martin served as Head of Crime, where he led criminal investigations, intelligence, major fraud, cyber crime, and specialist operations. He oversaw major case reviews for external agencies and spearheaded significant efficiency-driven reforms across the crime directorate.

As Head of Professional Standards, he managed sensitive misconduct and corruption cases, counter-corruption work, vetting, and employment tribunal matters. His leadership ensured accountability and upheld integrity in complex and high-profile cases.

Earlier in his career, Martin held a variety of senior investigative roles, including Senior Investigating Officer at the Independent Police Complaints Commission, where he investigated deaths in custody, police shootings, and corruption. His work involved direct engagement with bereaved families, complainants, and legal representatives, alongside producing prosecution files for the CPS.

Martin’s policing journey began in 1977 as a Police Constable. Over two decades he worked across detective and uniform roles, leading robbery squads, managing anti-terrorism surveillance operations, and developing crime strategies for sexual offences, hate crime, and workplace violence.

His service has been recognised with the Queen’s Police Medal (2017) and ten commendations. Beyond policing, he now dedicates time to mentoring young people and supporting the Essex & Herts Air Ambulance charity.
