Pat Morris

Pat has just completed 30 years of law enforcement, spending his last six years as the Chief Superintendent and Bureau Commander of the Ontario Provincial Police’s Provincial Operations Intelligence Bureau, in Canada. Pat led the modernization of the Investigations and Organized Crime Command in the Ontario Provincial Police. He developed and had oversight over a multitude of specialized areas including Anti-Terrorism; Intelligence Operations; Covert Operations; Witness Protection; Protective Services; Criminal Intelligence Production (Analysis); Physical and Electronic Surveillance and the development of a specialized Human Source Development capacity.

In addition to the program areas, Pat served as the Chair of the Executive Command Team enhancing team-based leadership on organizational priorities, the Chair of the Future Hub focusing on strategic foresight and innovation, and as a member of the Executive Management Team focusing on data integrity for decision-making. He also created and acted as Co-Chair of the Major Incident Management Group. Externally, Pat is the Co-Chair of the Canadian Association of Chiefs of Police (CACP) National Intelligence Committee, originator of the Ontario Intelligence Committee, a member of the International Association of Chiefs of Police Homeland Security Committee and a member of the CACP Special Purpose Committee on Hate Crime.

Pat has lectured widely on issues of leadership in intelligence, national security, civil disorder and extremism, optimal structures of intelligence-informed operations, the imperatives of strategic foresight, enhancing human source recruitment and combatting corruption. He has testified at multiple venues including Canada’s Public Order Emergency Commission, the Air India Inquiry and the Canadian Senate and Parliamentary Committees in relation to National Security, Organized Crime, Intelligence and sophisticated investigative techniques. He has written extensively on multiple issues related to strategic intelligence, national security and civil order, including a 2026 article on “Moving the Needle in Intelligence”.

Pat is a graduate of Carleton University’s school of Central European and Russian Area Studies / International Relations where he obtained a Master of Arts and a Baccalaureate degree focusing on International Relations and Conflict Resolution in a Multipolar World with an additional thesis on the Russian Intelligence Services. He is also a graduate of the University of Toronto’s Rotman Executive Program, the Canadian Forces’ College Security Studies and acquired a Russian Language Diploma from Moscow State University. He speaks Russian and Spanish.

In May 2026, Pat initiated Summit Syntel Consulting Inc. where he aims to enhance public – private partnerships in the advancement of all-source intelligence integration to enhance strategic foresight and tactical decision making in the interest of public safety.
