Robert Warren

Deputy Chief Constable (Ret’d) Robert Warren is a Canadian public safety leader with 35 years of combined service across the military, education, and policing. In 2025, he founded Veritas Collective Ltd., where he supports organizations across sectors to strengthen leadership and governance, mitigate risk, resolve conflict, and improve performance by helping executive teams translate complex, high-stakes challenges into practical, sustainable action.

Over a 24-year career with the Saanich Police Department in Victoria, British Columbia, Robert served in a wide range of operational, investigative, and administrative roles, including front-line policing, major crime investigations, human resources, professional standards, community engagement, and critical incident management. He also provided leadership and oversight across regional integrated units, including the Greater Victoria Emergency Response Team, Integrated Canine Service, and the Greater Victoria Public Safety Unit. From 2009 to 2016, Robert served as a Hostage and Crisis Negotiation Team Leader. He later earned Critical Incident Commander accreditation through the Canadian Police College and completed Public Order Gold Commander training through the UK College of Policing, serving in both command roles until his retirement.

Robert’s work has consistently focused on leading in high-risk, high-consequence environments and strengthening and modernizing the systems that support effective and efficient service delivery, prioritize employee health and well-being, and enhance public trust and confidence. A committed advocate for trauma-informed leadership, Robert has first-hand experience leading initiatives that build organizational resilience and supporting individuals and teams through exceptionally challenging times, including the aftermath of the 2022 Bank of Montreal Incident in Saanich.

Before policing, Robert served as an Artillery Officer in the Canadian Armed Forces and worked as a secondary school teacher. He holds a Bachelor of Arts in Military and Strategic Studies (Royal Roads Military College), a Master of Public Administration (University of Victoria), and a Graduate Certificate in Diversity, Equity, and Inclusion (Cornell University), and has taught as an adjunct instructor at the Justice Institute of British Columbia and Dalhousie University. Robert has received numerous awards and commendations for his service, including the King Charles III Coronation Medal for service to Canada. He continues to serve as the Chief Honorary Aide-de-Camp to the Lieutenant Governor of British Columbia and as an Ambassador for Wounded Warriors Canada in support of veterans, first responders and their families.
