Throughout his career he has developed extensive expertise in strategic leadership, governance, risk management and organisational change, and is recognised for providing clear, evidence-based advice to senior leaders and external stakeholders.

As Chief Superintendent and Local Policing Commander (2024–2026), Steven led a division of approximately 360 officers and staff, overseeing operational demand, risk management and effective deployment of resources to maintain public safety. Steven commanded complex and high-risk operations, including firearms deployments in politically sensitive environments, ensuring operational effectiveness while protecting organisational reputation under significant media and public scrutiny.

Previously, as Superintendent for Governance, Audit and Assurance (2021–2024), he directed several high-profile assurance reviews, including the C3 Contact Assessment Model and preparedness for chemical, biological, radiological and nuclear (CBRN) incidents, producing recommendations that improved operational resilience and national readiness. During this time he gained an EFQM assessor qualification and introduced automation processes for Freedom of Information and Subject Access Requests, significantly improving efficiency and statutory compliance. He also delivered executive-level risk briefings to senior leadership and external oversight bodies in line with the organisation’s Enterprise Risk Management framework.

Earlier in his career, Steven progressed through all operational ranks from Constable to Inspector, gaining broad experience in frontline policing, investigations and leadership. Across his career he has consistently demonstrated strong strategic judgement, effective stakeholder engagement and a commitment to developing high-performing teams while maintaining public confidence in policing.
