Former CIA Case Officer and Technical Operations Officer and US Marine Corps electronic warfare officer, with more than 20 years of technical programme management and business development experience across the US intelligence community and Department of Defense. Based in Abu Dhabi, where he leads UAE business development for a secure enterprise AI workspace.
Chad's career spans the US Marine Corps — where he flew as an EA-6B Prowler electronic warfare officer and served as a Forward Air Controller in Kosovo — and the Central Intelligence Agency, where he was a Case Officer and Technical Operations Officer and received the 2005 Excellence in Science and Technology Award.
In industry he has managed programmes worth up to $80 million and captured major government business for Verizon, Raytheon, Unisys, Ciena, GRIMM, Corellium and Parsons — including growing Corellium's annual recurring revenue from under $4 million to over $11 million by expanding into international government markets. Now based in Abu Dhabi, he leads UAE business development for Delos AI, co-chairs AmCham Abu Dhabi's Membership Committee, and holds master's degrees in engineering management and systems engineering from George Washington University and a BSc in mechanical engineering from the US Naval Academy.

- 2024 – 2025 Business Development Director, Defense & Security, Parsons Sole representative establishing Parsons' defence and security business in the UAE from zero, building a $38m pipeline in six months, directly and through channel partners.
- 2021 – 2024 Director of Federal Programs & Channel Sales, Corellium Managed international government sales and programmes for the only virtual iPhone platform for mobile cybersecurity research, helping grow annual recurring revenue from under $4m to over $11m in two years.
- 2019 – 2021 Director of Software Development, Marketing & Recruiting, GRIMM Led the software development team building custom software for the US Department of Defense and intelligence community; programme manager for $4m in contracts.
- 2017 – 2019 Technical Program Manager, Applied Security Programme manager of multiple custom managed-attribution development and implementation programmes with a value of $80 million; developed new customer bases in the intelligence community and Department of Defense.
- 2013 – 2017 Director of Federal Advanced Services, Ciena Created and grew Ciena's federal professional services practice from the ground up, achieving 20% year-on-year growth and managing approximately $10m in intelligence community custom development contracts.
- 2007 – 2013 Programme management and business development, Unisys, Verizon and Raytheon Technical lead on Verizon's successful $4.5 billion CIA telecommunications proposal; programme manager of an $8 million classified CIA cyber programme at Raytheon; rebuilt intelligence-sector pipelines at Unisys.
- 2003 – 2007 Case Officer & Technical Operations Officer, Central Intelligence Agency Programme manager of several multi-million-dollar operations and advisor to senior officials on strategic, technical and information operations; recipient of the 2005 Excellence in Science and Technology Award.
