Stuart (Stu) Bartels APM is a co-founder of the Global Consortium Group (GCG) and head of its Leadership Development Practice. Former Executive Director of the Australian Institute of Police Management, he had a 36-year policing career, including as WA Police Acting Assistant Commissioner, and is a recipient of the Australian Police Medal.

Gary Ritchie KPM
GCG Managing Partner
Managing Partner, and former Assistant Chief Constable of Police Scotland, retiring in 2025 after 34 years' policing service, with executive oversight of organisational change, partnerships and prevention, international policing development and operational support. He chaired the Scottish Resilience Partnership — advising the First Minister of Scotland on emergency and event preparedness — and held Gold Command during COP26 in Glasgow. He was awarded the King's Police Medal in 2025 and made an Honorary Professor of Edinburgh Napier University. He is now based in Sydney.

Chief Technology Officer. A technology architect for 38 years, from computer operator to chief technology officer and chief architect roles at Fujitsu, BT, Wipro, Sopra Steria and Capita. At GCG he leads technology strategy for police and public-safety clients, including Police Service of Northern Ireland counter-terrorism technology and Martyn's Law premises-protection design. He has published four books on the ethics of artificial intelligence and digital governance.

He led operations in the Western Australian Police Force, then held the Victorian Government's Director of Covert Services role, accountable for legislated covert investigative capability. As ANZCTC Western Australian Capability Advisor he was embedded with the Australian Department of Defence, building advanced tactical training and counter-terrorism capability across Australia and New Zealand.

Former Assistant Commissioner of the NSW Police Force, retiring in 2014 after 41 years of policing — the last six as the senior officer responsible for counter-terrorism in NSW, in charge of the Counter Terrorism and Special Tactics Command. He later held a statutory Assistant Commissioner position at the NSW Crime Commission and now consults on threat advice, risk management and exercise facilitation for government, law enforcement and private industry. Awarded the Australian Police Medal for distinguished service to major criminal investigation.

Rob Delaney

Rob Delaney retired from Australian Government service in 2019 after 32 years, including as First Assistant Director-General at the Commonwealth Attorney-General's Department and founding Executive Director of the Australian Counter Terrorism Centre. He was President of the Leadership in Counter Terrorism Alumni Association (LinCT-AA) in 2011 – 2012 and continues as its Executive Director for Australia/New Zealand, and was awarded the Australian Security Medal in 2021.

Dr John Gilmour

Social psychologist and evidence-based policing researcher. A Research Fellow in the University of Queensland's School of Social Science and formerly Principal Research Officer in the Queensland Police Service's Intelligence Directorate, his work evaluates policing responses to youth crime, sexual violence, and domestic and family violence. He received the Queensland Police Service Excellence in Research on Improving Law Enforcement for Women Award in 2021.

Former Commissioner of the Ontario Provincial Police from 2014 to 2018, a service of some 6,200 officers across 165 detachments, after a 34-year policing career. He then served five years as Global Director for the International Association of Chiefs of Police (IACP) and now consults on the IACP's international engagement and partnerships. In 2016 he was advanced to Commander in the Order of Merit of the Police Forces, recognising exemplary police service in Canada.

A former Victoria Police officer with a PhD from the University of New South Wales Law School on organisational culture and gender in male-dominated environments across the Asia-Pacific. She has worked on these topics in more than twenty countries for UN Women, the UN Office on Drugs and Crime (UNODC) and INTERPOL. Twenty-five years' professional experience, 15 of them on public health and gender equity in policing and security, gender-based violence and LGBTQ inclusion.

He conceived the UK's first national benchmarking tool for organisational wellbeing; it now underpins the nationally mandated wellbeing standards for policing in England and Wales.

Mark Shelly served more than 25 years at the Lee County Sheriff's Office in Florida, an agency of more than 1,800 staff serving more than 800,000 residents, finishing as Colonel. As its chief technology officer he ran the enterprise software, CAD and body-worn camera rollouts, built its drone programme and designed several real-time intelligence centres. He was Incident Commander for Hurricane Ian. He now runs LEVELD, advising public safety agencies on modernising their operations.
