Chief Superintendent and Bureau Commander of the Ontario Provincial Police's Provincial Operations Intelligence Bureau – a $65M provincial intelligence and public safety mandate with more than 600 personnel across anti-terrorism, covert operations, cybercrime and surveillance – and Chair of Canada's first national intelligence committee for the Canadian Association of Chiefs of Police.
Patrick oversees the OPP's provincial intelligence and public safety mandate, leading more than 600 personnel across anti-terrorism, covert operations, cybercrime and surveillance units. He has led an enterprise-wide information management overhaul impacting 10,000 employees, introduced an all-source intelligence model integrating disparate data streams, and established the Joint Executive Threat Assessment Group (JETAG) to centralise and accelerate risk intelligence for dignitary protection. He has run public–private pilots in the Ontario Provincial Police on artificial intelligence, metadata and supply chain analysis, with private-sector partners.
Nationally and internationally, he chairs the Canadian Association of Chiefs of Police Intelligence Committee – Canada's first national intelligence committee – serves on the International Association of Chiefs of Police Homeland Security Committee, and created Project HENDON, a national intelligence-sharing network delivering daily threat briefings on public safety and infrastructure to more than 500 clients. He holds a Master of Arts in International Relations from Carleton University, speaks Spanish and Russian to high proficiency, and has testified as a subject-matter expert at public and national inquiries and Senate hearings on public order, national security, terrorism and public safety.

- Intelligence & national security Standardising intelligence tradecraft across Canadian jurisdictions as Chair of the Canadian Association of Chiefs of Police Intelligence Committee, and commanding the Ontario Provincial Police's provincial intelligence and public safety mandate.
- Counter-terrorism & covert operations Command of anti-terrorism, covert operations, cybercrime and surveillance units; established the Joint Executive Threat Assessment Group (JETAG) for dignitary protection; lecturer on measuring success in anti-terrorism, all-source intelligence execution and human source recruitment.
