Assistant Commissioner of the Australian Border Force from 2019 to 2026, now a strategic advisor partnering with government through O'Connor Marsden & Associates and her own firm, Phoenix Australia Consultancy Services. Her career spans the Australian Federal Police, technology leadership at Leidos Australia and Lockheed Martin Australia, and operational command of Northern Australia threats and the border response to COVID-19.
At the Australian Border Force, where she served as Assistant Commissioner from 2019 until January 2026, Kylie led reform in how the ABF intersects with other agencies – complex multi-agency operational planning, workforce resilience and safety, information sharing, organisational preparedness and crisis and incident response. With an operational background, she brought direct relevance to strategic and organisational change, most significantly as Operational Commander for Northern Australia threats and responses and for the border response to COVID-19, as well as leading many border aspects of overseas events such as Afghanistan.
Her earlier career includes senior technology programme leadership at Leidos Australia and Lockheed Martin Australia, and before that service as a Federal Agent in the Australian Federal Police leading complex multi-jurisdictional and counter-terrorism matters and major law reform. She has completed the Chief Human Resources Officer programme at Cambridge, an Executive MBA, a Bachelor of Law/Arts (Justice), a Graduate Diploma of Legal Practice and the Harvard Kennedy School Leadership in Crisis programme, and serves as a volunteer board director for three organisations focused on gender equality and eliminating violence against women and children.
