Profile
Former Commissioner of the Ontario Provincial Police from 2014 to 2018, a service of some 6,200 officers across 165 detachments, after a 34-year policing career. He then served five years as Global Director for the International Association of Chiefs of Police (IACP) and now consults on the IACP's international engagement and partnerships. In 2016 he was advanced to Commander in the Order of Merit of the Police Forces, recognising exemplary police service in Canada.
As Commissioner, Vince was responsible for fiscal, fair and equitable policing across Canada's most populated province, managing a budget in excess of 1.1 billion dollars and an organisation of approximately 6,200 uniform members, 2,800 civilian employees and 850 auxiliary members. The OPP's deployment stretched across 324 municipalities, 165 detachments, six Regional Headquarters and a Highway Division responsible for patrolling almost one million kilometres of roadways and trails and over 100,000 kilometres of waterways. Alongside the role he served on the IACP Board of Directors and State & Provincial Executive Committee, and as the OPP's representative on the boards of the Canadian Association of Chiefs of Police and the Ontario Association of Chiefs of Police.
At the IACP he focused on advancing the policing profession internationally through advocacy, research, outreach, engagement and education, and now provides substantive and strategic counsel to Association leadership, the Board of Directors, the Global Policing Director and the International Vice President. He is a graduate of the University of Ottawa (Baccalaureate in Science) and the University of Toronto Rotman School of Management Police Leadership Program, holds an Honorary Doctorate from Nipissing University, and is a graduate of the FBI's National Executive Institute and the international Leadership in Counter Terrorism programme. His recognitions include the Queen's Commission, the Police Exemplary Service Medal (20 and 30 year), the Queen's Diamond Jubilee Medal and the São Paulo State Highway Police 50th Anniversary medal.
