Most recently a Police Scotland Local Policing Commander, at Chief Superintendent level, after more than 30 years' strategic and operational policing. As principal advisor to Police Scotland's senior leaders on governance, conduct and reputational risk, he directed assurance reviews of the C3 Contact Assessment Model and of CBRN attack preparedness, and briefed the Force Executive on strategic risk.
As Chief Superintendent and Local Policing Commander, Steven commanded a division of 360 officers and staff, managing demand, risk and resource deployment while leading national Estates Master Planning. A member of the Chief Officer Group with strategic oversight of Adult and Child Protection, he led high-risk operations including firearms deployments in dynamic and politically sensitive environments, and acted as principal advisor to senior leaders on governance, conduct and reputational risk — communicating complex issues clearly to the media, the Scottish Government, local authorities and partner agencies.
In Police Scotland's governance, audit and assurance function he directed high-profile assurance reviews — including the C3 Contact Assessment Model and CBRN attack preparedness — delivering recommendations that improved national resilience and operational readiness. An EFQM-qualified assessor, he introduced process automation for Freedom of Information and Subject Access Requests and produced executive-level briefings on strategic risks to the Force Executive in accordance with the Enterprise Risk Management framework. He previously held UK National Security Clearance and Police Scotland Management Vetting.
