Former NSW Police Force Assistant Commissioner whose policing career spanned more than 41 years, including six years commanding the Counter Terrorism and Special Tactics Command and leadership of the 2,500-strong Central Metropolitan Region. Now Director of EX Consultancy, advising on counter-terrorism, protective security, emergency management and major event security.
Mark's senior NSW Police Force roles included Assistant Commissioner of the Counter Terrorism and Special Tactics Command, Assistant Commissioner Central Metropolitan Region, Director of Investigations in the Professional Standards Command and extensive periods on the Commissioner's Executive Team relieving as Deputy Commissioner. As NSW Senior Advisor to the ANZCTC he influenced national tactical and strategic counter-terrorism capability, chaired its Exercise Management Committee – securing a national digital exercise management platform and lessons management database – and was Deputy Chair of its Investigation Sub-Committee. He also initiated reviews of overseas terrorism inquiries, including the Christchurch, Manchester Arena and London attacks, to test and improve NSW's operational readiness.
Mark led major equipment programmes – the $25 million firearms and $30 million ballistic vest replacements, and the NSW counter-drone capability, which required amendments to national legislation. He also led the review of mass casualty response that created the NSW Police Force Family Liaison Program, which supports the families of victims, including the families of those killed in the 2024 Bondi Junction stabbings. He held a commission as a Special Service Officer Captain, Military Police, Australian Army (2010 – 2017 active service), and his qualifications include a Graduate Certificate in Police Management from Charles Sturt University, a NSW Master Security Licence and membership of the Australian Institute of Company Directors.

- Counter-terrorism Six years as Commander of the NSW Police Force Counter Terrorism and Special Tactics Command, setting strategic direction and authorising the investigations and responses behind multiple successful disruptions of terrorism threats and mass casualty plots; NSW Senior Advisor to the Australia–New Zealand Counter-Terrorism Committee (ANZCTC).
- Protective security Head of profession for protective security and response to bomb and drone threats; led the introduction of the NSW counter-drone capability, and founded NSWPF SHIELD, a network of around 2,000 security professionals across business and government protecting people and crowded places.
- Emergency management Regional Emergency Operations Controller with several periods relieving as State Emergency Operations Controller under the State Emergency and Rescue Management Act; led the initial NSW Police operational response to COVID-19, with ADF call-out arrangements later replicated in other jurisdictions.
- Major event security Commander of significant operations and major events requiring strategic and tactical management of crowded places, including New Year's Eve, Australia Day, VIVID, APEC 2007 and World Youth Day 2008.
- Dignitary protection Led the protection of all internationally protected persons in NSW, including visits by HRH King Charles, former US President Barack Obama, former US Vice President Kamala Harris and Israeli President Reuven Rivlin.
