Profile
Troy Cooper is GCG's Director Covert and Tactical. He led operations in the Western Australian Police Force, then held the Victorian Government's Director of Covert Services role, accountable for legislated covert investigative capability. As ANZCTC Western Australian Capability Advisor he was embedded with the Australian Department of Defence, building advanced tactical training and counter-terrorism capability across Australia and New Zealand.
The Papua New Guinea Government engaged Troy as Lead Consultant to build the tactical capability of the newly established Royal Papua New Guinea Constabulary (RPNGC) Kumul 23 Police Tactical Group (PTG), covering capability design, project and programme management and in-country delivery. He stood up a specialist tactical unit from the ground up, working with national and provincial government.
Delivery experience also includes wide-area CCTV network design for public areas and critical infrastructure across Papua New Guinea, and Technical Surveillance Counter-Measures (TSCM) services delivered to corporate and government clients.
Troy has held the statutory accountability for covert services himself, built a tactical group from first principles for a national government, and works to standing relationships across Western Australian, Victorian and Pacific-region government and law enforcement.

- Counter-terrorism & tactical capability Established the Kumul 23 Police Tactical Group counter-terrorism unit for the Royal Papua New Guinea Constabulary; former Police Tactical Group capability advisor to the Australia–New Zealand Counter-Terrorism Committee (ANZCTC), and Tactical Commander with the Western Australia Police Force.
- Protective security Has worked to the Protective Security Policy Framework since its 2010 implementation — including implementing it within the RPNGC — alongside close personal protection and detailed security reviews of commercial and residential buildings.
- Technical surveillance countermeasures TSCM services for health services and a range of commercial and private clients, together with advanced security CCTV camera network installations.
- UAV operations Commercial drone (UAV) pilot holding a Remotely Piloted Operator Certificate, with approved beyond-visual-line-of-sight and high-altitude flight operations and CASA compliance advisory experience.
- Investigations & covert support A commissioned-officer investigative career spanning licensing enforcement, serious and organised crime and covert support, including building covert capability for Victoria's anti-corruption oversight agencies.

- 2023 – 2025 Founder and Company Director, Sunset Vision Pty Ltd Specialist consultant on executive risk: technical surveillance countermeasures (TSCM), security reviews, close personal protection, drone (UAV) operations and advanced tactical training for the Australia–New Zealand Counter-Terrorism Committee (ANZCTC). Project Manager and Operational Commander (Country Manager) for the Kumul 23 Police Tactical Group, establishing the RPNGC counter-terrorism unit from the outset and implementing the Protective Security Policy Framework.
- 2014 – 2023 Inspector (Detective), Western Australia Police Force Commissioned Officer across the Licensing Enforcement Division (2021 – 2023), the Tactical Response Group as Police Tactical Group Tactical Commander (2017 – 2020, embedded within the Special Air Service Regiment) and the Central Metropolitan District (2014 – 2017). ANZCTC Western Australia capability advisor for all tactical training and operational responses.
- 2013 – 2014 Manager / Technical Specialist, Independent Broad-based Anti-corruption Commission (IBAC) Built the administrative, operational, investigative and covert support capability for Victoria's newly established government oversight agency while ensuring business continuity for ongoing Office of Police Integrity investigations.
- 2009 – 2013 Office of Police Integrity (OPI), Melbourne Led divisional and business-unit reform across physical, technical and undercover units, established the National Oversight Covert Group between national oversight covert groups and key commonwealth law enforcement agencies, and received the Director's Employee Award (2010) and Team Award (2011).
- 1995 – 2009 Detective Supervisor / Officer in Charge / Police Officer, Western Australia Police Force Lead Senior Investigation Officer and coordinator of all criminal investigation responses to serious and organised crime within the Mid-West Gascoyne District, developing intelligence-led recidivist offender programmes that significantly reduced high-harm crime.
